Armenian Opposition Party Proposes ‘Ministry of Sex’ to Tackle Women’s Sexual Dissatisfaction

A proposal to create a “Ministry of Sex” in Armenia has stirred public debate as the country heads toward parliamentary elections.

The suggestion was raised by Sargis Karapetyan, co-founder of the Strong Armenia political movement, during a recent podcast discussion. Karapetyan said the idea was aimed at addressing what he described as sexual dissatisfaction among women, which he and others linked to broader social and demographic challenges facing the country.

“Can we now actually say that in a strong Armenia there will be no unsatisfied women?” he asked during the broadcast, proposing that a dedicated government body could help tackle issues related to relationships and family wellbeing.

The comments quickly sparked criticism from across Armenia’s political and civil society space. Lawmakers from the ruling Civil Contract party described the proposal as sexist and dismissive, arguing that it reduces women to stereotypes and undermines efforts toward gender equality. Women’s rights advocates and activists also faulted the remarks, saying they were inappropriate and demeaning.

One critic reportedly filed a complaint, claiming the statement risked promoting discrimination and intolerance. Human rights groups said discussions about population decline and family welfare should be based on research and inclusive policies rather than provocative slogans.

Strong Armenia, an opposition group formed by the family of Russian-Armenian businessman Samvel Karapetyan, is campaigning for seats in the upcoming parliamentary elections. While the party says it intends to focus on reversing Armenia’s demographic decline, the “ministry” proposal has dominated public attention and drawn mixed reactions.

The episode has since fueled wider conversations about gender, politics and how best to address social challenges without compromising respect and dignity.
